The author of the accompanying study analyzes and interprets Brezigar's seminal work in detail, evaluating it and placing it in a historical context. He highlights Brezigar's key ideas and concepts of his agrarian reform and cooperatives. An important contribution of the study is also the "evaluation" of the time, i.e. the international and domestic circumstances that accompanied the creation of the first draft of the Slovenian national economy. In his work, the author explains in detail the international and domestic circumstances that led to the creation of the State of SCS and its subsequent merger into the Kingdom of SCS. He then presents the functioning of the national government and Brezigar's program, in which "a liberal approach is discernible, but with a social touch."
