Synopsis

The 43rd Obdobja Symposium on the theme of Language Rules and Norms reflected on the following topics: written and spoken standards (orthography and orthoepy), which refer to the rules of standard language; dictionaries and grammars, which describe the norms of both standard and non-standard language; teaching the standard language; and language advising and correction. Describing language and exercising caution in evaluating and prescribing language use are at the forefront of linguistics today. Research focuses on linguistic description, considering social relations and the special features of the speech situation studied. The reasons for such caution can also be found in the past understanding of language rules, which led to more rigid standpoints: the rejection of linguistic innovations, which were associated with destroying the language, and the rejection of language rules, which were presented as destroying linguistic creativity. The interconnection of the public and private spheres on the world wide web and of standard and non-standard language in public makes it difficult to define varieties and determine the characteristics of rules. Nonetheless, the vital role of standard language as a connecter and representative of the nation cannot be denied. Specifically, this is the language variety in which education and language assessment take place, and which requires clear and relevant language rules that can be learned—and, first and foremost, used in public communication. Outside school, there are fewer formal requirements for using language in line with the established rules, but nonetheless the search for this type of information is constantly present. The language consulting and editing services that have developed also show that seeking information about language rules and advice on language use is not limited to classroom learning. The goal of the symposium was to present the achievements of Slovene linguistics and stimulate discussion by both the Slovene and international professional community that deliberates on language rules and norms, and is involved in teaching standard language and in language correction and editing.
